In response to inquiries we have received, the Office of the Secretary of State would like to explain the recent implementation of Public Law 110-41. This federal law authorizes the Governor of a State to order that the U.S. flag be flown at half staff in the event of the death of a member of the Armed Forces from that State who dies while serving on active duty. To further honor the sacrifice of this individual, Governor O'Malley has ordered both the United States Flag and the Maryland State Flag flown at half staff.

Thursday, November 20, 2014 This is to advise you that Governor Martin O’Malley has ordered the Maryland State Flag to be flown at half-staff until sunset on Thursday, November 20, 2014. This is in honor of Firefighter James E. Bethea, a 40-year veteran of the Baltimore City Fire Department, who died on November 12, 2014 as a result of injuries suffered in the line of duty. Saturday, October 11, 2014 Pursuant to President Barack Obama’s Proclamation, the United States Flag is to be flown at half-staff on Sunday, October 12th, 2014. This is in observance of the National Fallen Firefighters Memorial Service. Wednesday, August 27, 2014 This is to advise you that Governor Martin O’Malley has ordered the Maryland State Flag to be flown at half-staff on Thursday, August 28, 2014 from sunrise to sunset. This is in honor of Judge Lloyd L. Simpkins, who died on August 24, 2014. Judge Simpkins served as Secretary of State from 1961 to 1967 and served in the House of Delegates from 1950 to 1958 where he was chairman of the Committee on Agriculture and Natural Resources, the Judiciary Committee and the Legislative Council. This is in memory of Major General Harold J. Greene, of Albany, NY, who died on August 5, 2014, in Kabul, Afghanistan. Major General Greene served at Aberdeen Proving Ground from 2009 to 2012. Tuesday, July 08, 2014 This is to advise you that Governor Martin O’Malley has ordered the Maryland State Flag to be flown at half-staff on Thursday, July 10, 2014 from sunrise to sunset. This is in honor of Wayne Curry, who died on July 2, 2014. Wayne Curry served as Prince George’s County Executive from 1994 to 2002. Additionally, the Maryland State Flag shall be lowered to half-staff at the Prince George’s County Administrative Building on Wednesday, July 9, 2014 from sunrise to sunset while Wayne Curry lies in state. This is in honor of Firefighter Robert Fogle III, a 27-year veteran of the Baltimore County Fire Department, who died yesterday as a result of injuries suffered in the line of duty. The flag shall continue to be flown at half-staff until sunset on the day of interment. When the date of his funeral is determined, an updated notification will be sent. The Maryland flag should be flown at half-staff:

  • whenever the U.S. flag is so flown;
  • when so ordered by county and municipal government officials on all property under their jurisdiction; and
  • on Memorial Day, when the U.S. flag and Maryland flag are displayed at half-staff until noon only; then they are hoisted to the top of the staff.
